Yes, everyone should receive an income to cover basic necessities including food and housing

To cover basic necessities, there should not be a basic universal income. There should be publicly available "Food Banks" and the like, where people in danger of poverty or in poverty situations could go and get the food and other items they might need. This should be a coupon-based system or equivalent. Other helps should be an active system to help find a job, free education to improve (or create) their careers, free Dutch courses, etc. Giving "free" money to the poor will not solve their situation, but perpetuate it.
