That may be. But, cheaper or free transportation would support a lot of people to spend money on other important things in life. Which at the moment they can’t, which forces them to take less paid jobs at closer distance. Funding public transportation means people have financial funds to spend on other means, which will increase tax flows on purchased goods and will increase opportunities for everyone to invest in their futures, and eventually will have a more balanced country, economically.

Public transportation provides an economic good that has societal benefits (e.g. access to more jobs and amenities). These benefits counter balance the cost of public transportation.
