Yes and not just including current EU member states but this transformation has to be done carefully and should start with only a few Western European countries such as Germany, France, the Netherlands, Belgium, Luxembourg, Spain, Portugal, Austria, Italy, Greece, Ireland, Denmark, Sweden, and Norway.
