Yes democratically however there is no constitutional reason why a referendum has to be law and is basically a suggestion so given this understanding the Uk should have renegotiated there current arrangement with the EU if they possibly could on the basis of the fact they had representation to leave as a bargaining chip in renegotiations of our relationship within the eu
